Mr Furguson who made the movie Inside Job is asked the question by Charlie Rose ,"Will anyone be brought to justice in this Biggest American Fraud on the American public " His answer lies at 12 minutes into this interview. Interesting piece.
On a professional level, I have contact with white collar felons who were involved with financial fraud on a fairly high level. You should hear the stories about how the financial industry higher-ups and various gubberment officials got away with fraud on epic proportions. The feds went after the the mid-level guys because they were easier to pick off.

This is probably a better explanation for the current push on gun control than anything else I've heard too.
