The cooking Utensil, digging, and Lock stuff are different but the other stuff is similar to what someone Hiking might take with them.
The main problem about these sort of Kits is that if someone back at the Base needs a safety Pin they are not going to go to the PX and buying some; they will take it from their Kit; the same can happen to the other items. Oddly they left out the typical Life Boat type Whistle so that you don't have to loose your voice yelling for help and can be heard from a longer distance. They also left out the Wire Bone type Saw that is in typical survival kits. Neither one of the above items weigh much or take up much space. The Lock Pick and Handcuff Key should be concealed in their clothing because if they were captured that survival kit is going to be taken from them.

All day long the National Weather & Environmental Department have been issuing a travel warning for snowfall and bad road conditions.
They suggest that anyone who has to travel should make sure they have the following: Shovel Blankets or sleeping bag Extra clothing including hat and gloves 24 hours worth of food De-Icer Rock Salt Flashlight with spare batteries Road Flares or Reflective Triangles Empty gas Can First Aid Kit Booster cables I looked like an idiot getting on the bus this evening!

I also bought an Electric Convection Oven; it has a timer so it is also harder for Her to burn stuff in it. Most of the above is survival related. When I was in the Boyscouts the first Troop I was in was Troop that mostly went Hiking instead of just Camping. I carried a little survival kit I made up that the extent that My limted funds allowed. In fact I have a vague memory that in the Scout Manual there was a list of stuff that included the Safety Pins and the like.
