Its a VW beetle platform, its got the complete beam axle at the front and the whole air shroud for the engine is there too.

Looks like an attempt to copy something.

Nearly nothing.

how can you rig a vw air cooled engine and tranny combo to run backwards like that? ,can you just flip the transaxle over?

Yep, they flip the transaxle.

What I understand of the class it was based on availability of parts long ago. Those parts are not junkyard prices anymore so formula vee costs as much to race as some other classes now.

A few years ago I could have bought a car, trailer and spares for about $3K.

Rules. Its called formula v because it is vw based for all the mechanicals. It is hugely popular and because there is a huge following for the old air cooled vws parts are still pretty available.

What on that safety related, needs updating? It has a two point safety harness, the body panels don't look to be to loose, the wind screen looks like it was attached at some point, and the exhaust system that is around eight inches from the drivers shoulder doubles as a roll over protection.

Well, the exhaust as roll bar would not pass tech. And it will need a four point harness at least. With the upper body so exposed I'd want some angling side bars and possibly arm restraints to keep things inside in case of getting downside up. Other than that it looks like it Could run and drive, but I doubt it.
