What happened to forum quick reply?

I used to have a quick reply box after the last thread post. Now it's a blue bar that says quick reply with no text entry field and clicking the bar does nothing. Did I switch off the feature by mistake or does the forum think l post too much? Thanks,

Doh! i was on a small screen and didn't see the button to hide and show the quick reply text box.
