I know two 911 dispatchers personally. I would trust my life with them, no questions. Some of the most compassionate people I know.

The person should be charged with theft of services. Being paid by tax payers and not doing the job.

Hate to break it to you, but this type of slacker behavior is going on in all business organizations. They text, play computer games, get into inter-office romance, etc etc. Putting in an honest day's work in exchange for an honest day's pay went out with the dinosaurs.

They won't be charged with anything although they might receive a promotion and pay raise. That's how government jobs go nowadays.

The government has been forced to lower standards for job applicants in order to fill positions. You get what you get.
