Greed. Greed greed and more greed. In the OP, the supposed drug dealer busting cops would make a bust. They walked into the drug house and there was $100K in UNMARKED bills on the dining room table. Seems not all of the drugs or dough made it back to the evidence locker. Cops don't make a lotta money, thus, $100K in CASH lying out in the open on a dining room table looks MIGHTY TEMPTING, wouldn't you say? Once they have the perp(s) in hand cuffs and off to lock-up NOBODY knows what happened to the drugs or the cash.....
Every police department around the country has so-called 'drug enforcement units' out looking for 'problem children'. As they say, the drug business is a 'cash cow' no matter which side of the aisle you are on. Sometimes it is hard to tell the good guys from the bad........ I won't argue with any of that. I know cuz I saw it in the movie "Witness."
I will confess it would be tough. Like you say, large piles of unmarked bills, if 20% didn't make it to the station, who's to know? And those slime been endangering my life at every turn, why not get some of their funds, eh? I saw a made for TV drama about Operation Bernhard, the nazi effort to counterfeit the British 5 pound note. They did pretty good with it, even cracked the algorithm used to create the alpha-numeric serial code on each note. Even the banks would be fooled. One scene toward the end of the film had a British intel guy examining a stack of the money with a US officer, the Brit was talking about how devastating such well made stuff was to the integrity of money, the British economy, really getting into it. The US officer listened and at one point said, "I count 5.2 million pounds, what do you have?" The Brit gave him a long look, the figure was much less than was actually there, finally the Brit gave him a knowing look and said, "yes, that's what I have also" and they proceeded to divvy it up. Did you see those pics of US soldiers who discovered the boxes and boxes full of Benjamins in Saddam's stash, sometime in 2003? Holy chit, the gleem in those guy's eyes.

In the OP, there are three sets of people who made out:
1. During the time the drug dealers dealt drugs, they made bank. 2. The cops who illegally seized the drug dealer's monies then put that money into their own back pockets. 3. Drug lawyers. The majority of the public is unaware such an animal exists. These are lawyers whose specialty is defending scum drug dealers. Starting price? $200K and UP and UP and UP. Here's how the drug lawyer deal works. Drug lawyer is placed on PERMANENT retainer by the drug dealers. If drug dealer gets busted by either the cops or the feds, the dealer(s) simply place a phone call to their drug lawyer. Drug lawyer goes to work to get them out of jail and when trial comes up, get them acquitted. Drug lawyer's retainer fees are normally north of $200K and that's just for starters. Some cases will exceed one million for legal fees. It is my belief that some of this loot is used to pay off the judge to get an acquittal. Years back, more than a few Chicago judges were in the hip pocket of the mafia. Thus, the mafia don literally slept through the trial because he already knew THE FIX WAS IN. The math: One drug deal might be worth $10,000,000 dollars. If the drug dealers are busted, $200K goes to drug lawyer. That leaves $9,800,000 in profit for the drug dealers.
