Salvage Title Change?

Does anyone know if salvage titles can be changed back to clear titles and if so, what does that entail? I was told that this is possible. Just curious because there are cars out there that have clear titles that you'd swear were involved in an accident sometime in their life. Thanks.

Just found out that a salvage title in one state means it cannot ever be titled again in that same state. However, if you register the vehicle in a different state, you can get a clear title somehow? Anyone know what the process is? Who clears the vehicle?
