Can someone hack the EPC to get the VIN that corresponds to the engine number? It has to be in there if the engine came in a US spec car, right?

Enter the full VIN at the "WDB" prompt. Hit enter. Go to the pulldown menu "Information" and select "Datacard". The serial number for the original engine and transmission are there.

Yes, but I was thinking about using the EPC to tell me what VIN an engine serial number belongs to. Then check the VIN in Carfax or the DMV...
