'93 Lexus windshield wipers/washer "blow-out"

It may be an odd problem but yesterday the windshield washer fluid began flooding onto the windshield followed with the wipers coming on and all of this happened suddenly and without warning. The fluid pumped out completely and I could not turn off the wipers without stopping and hunting and unhooking the proper fuse. When I put the fuse back in the wipers work and won't turn off.
What could have happened?
I was driving with the cruise control lever which is located directly below the wiper-washer control lever and occasionally I would mistakenly grab the wiper lever instead of the cruise lever when I needed to slow down or speed up and I may have pressed the wrong lever just prior to this problem's beginning. What could have gone wrong? Is this an electrical problem? Did the pump burn out when all the fluid was pumped out? Is this an expensive repair? AHHHHH! If anyone has any wisdom I'd appreciate help.

Stuck switch? I'd grab a multimeter and check it first.

Okay, I've a multimeter... let me just find the switch....
