pLEASE, I think that you have to rotate the POT till 700- 800 mV.
between pin 1 and 2 . Try to use a better preccision Multimeter.
You can note the RPM increase at 800 mv.

This usually means something else is missing, like a big mixture problem, also not likely to be electrical. More likely to be pressure related. Could be an ignition thing also.

Please check the Air flow meter Sensor or Potentiometer
Mr. Psr7, try with the Potentiometer. Use the Multivoltmeter and contact the Positive led -Red- with the Pin 2 and black lead with the ground. Star the engine at idle in park.
