It needs a decent scrubbing inside, and some odds n ends but it's better looking than most of the beaters you see people limping around.

To get that high gloss finish I always used...

To get that high gloss finish I always used mother's aluminum polish and a high rpm dremel tool. You want to get it hot enough to smooth out the micro scratches.

Check timing chain stretch, correct or replace.
Advance your pump timing until it starts...

Lack of parts just makes it harder, it doesn't stop anyone. The water pump blew up on my old tractor, so I got on grainger for new bearings & seals. Just have to make your own rebuild kits.
