The 617 is strong but for durability go with factory recomendations.

your vacuum valve at the ignition switch is sticking and not allowing the vacuum to bleed off, thus holding the shut off in shut off position
so replace or clean (not with brake cleaner) rubbing...

have an 83 300sd same color my paint was exactly that shade, turned out that the Clearcoat had separated, more in some areas than others. ended with a repaint.
