I think you are. Again talk to a pump guy. Concievably the amount of effective fuel per stroke might be imparied as well.
Another test I can think of for suspect injection pump bores and pistons...

If you cannot stop the drip at any position I would indeed talk to a pump service shop. You are just setting timing at very low or almost non existant pressure . Think how much leakage there is...

Since your thread is working it's way back up the list. I got to thinking. That is always dangerous. Since you did have the same pump and cam timing before the problem started they are not the issue...

Give it a glow cycle and see if it will kick off on wd 40. Try to wait for a reasonable temp day for this or use the block heater well in advance. If it runs on the wd 40 you have a fueling issue....
