What Clamps are you talking about, the battery post terminals?

Yes, if you want to replace them, you have to saw off the terminals.

However I have never seen any replacement terminals...

0.2 ohns is about right touching the test leads together. That is the resistance of the leads and the contact resistance between the leads and the meter.
