I have just purchased a 1985 190E. The center vents on the dashboard blow cold air in all settings. Any ideas as to where I should look?

The W201 chassis is designed that way, use the knob & shut them off!

An old Swedish car feature: the idea is to keep you awake

in very cold weather when all the other outlets are putting out soporific warm air, by allowing you to blow a controlled amount of cool air in your face. It's actually a pretty good feature.
