weird harsh noise..?

Has anyone ever heard their car make a loud humming noise when driving in the rain? It almost sounds likes its coming from the back tire area after driving over a puddle, and it gets louder the higher the rpms. I have heard it recently and was wondering if anyone has a fix on this noise problem or if they know the source of the problem.
