Over Voltage Protection Relay - Again!

Our 1994 E320 Wagon was in the shop last June for a starting problem. The OVPR was replaced.

Last week the wiring harness was also replaced to correct a slight miss.

The car was runnning great! Then, yesterday, after driving around all day, my wife got stranded at the daycare center. We had the car towed back to the dealer. Today, they told me the OVPR was bad and they replaced it under warranty. Interestingly, the fuse on top of the relay had now blown.

Is this common? What else could cause the OVPR to blow?

Here is one more piece of the puzzle. The spade fuse for the telephone (on the shock strut) keeps blowing. I don't care because I don't have a phone. (But the car used to have a phone.) Could there be a short somewhere that is burning out my OVPR? Is it normal for this fuse to blow? Can I or should I try to disable the telephone circut? Is it totally unrelated to the oVPR problem?
