Pressing the airflow plate will not add air. The amount of air is determined by the combined effort of the throttle and the idle valve. The airflow plate moves in relation to the amount of air being asked to flow through it determining the fuel quantity required.
Pushing the plate down does stall the motor from too much fuel but if everything was right it would start right up.
