There is a loud whine from the speedo in the dash. is this a cable problem or something in the speedo itself? Has anyone had this problem?

Yes, the noise is in the speedo and is a combination of a dry speed cup bushing and too much end play.

Is that repairable - can I take apart the speedo and replace parts, or do I need a new speedo?

Those old spool speedos aren't much fun, but I fixed many of them in a prior life.
