EHA Issue

I checked my EHA current today! I show negative or 0 and that is it! Mostly 0 then it will flicker the - symbol on my meter once in a while. Moved the throttle and no diference. All done with engine running. I did this because I have a rough idle and EHA is the last thing to check. I unplug it and I still get a rough idle but better. I unplug the OVP and it acts the same as if I unplug the EHA. IS my EHA bad or is the wiring bad? Would like to know as I am at a loss and I can not really find any good info in the search or on the Maint CD!
