slow idle until engine is warm

The symptoms are: upon starting the engine cold, it catches right off, and runs ok with the exception that it wont turn more than 950 rpm for the first minute or so.(with the accelerator well beyond the point where it would be producing 950 rpm) let the throttle close and the motor comes back down to about 750 rpm. step on it again and it will go jump back up to the 950 rpm and hang there for a bit. Then it will build another 100 rpm or so and then run fine.
I just adjusted the valves (kept them towards the loose side, as from what I read the gasser, novice will make them too tight) which seems to produce less cranking before the engine catches. Also replace the main fuel filter, to little effect. Dont know how much the car has been driven in the last year.

Also dealing with what might be a plugged injector? as the engine misses at an idle right up through . Although I am hesatant to tear into that and get too many projects started. Is there a chance that injector cleaner will help that, or is that just snake oil? Any and all thoughts are appreciated.
Thanks
Jason

I presume we are talkingabout the diesel in your signature. My first thought is a leak down in the supply side of the fuel system. Maybe an open check valve at the outlet from the pump.

Thanks Steve, Yes It is the 84 TD I was asking about. I will make an attempt at investigating based on your suggestion.
