420SEL oil does not drain from the filter housing

Please help - I tried to change the oil in my 420SEL and after removing the bolt and filter I took out the filter and the oil in the housing did not drain. I also drained the oil from the oil pan, and the oil in the filter housing still did not drain. Is this normal or are the hoses clogged?

Residual Oil

On a 1989 420 SEL, there is a hole on the bottom front top end of the filter housing. I normally have some oil left in the filter housing, that does not reach the bottom of the hole. I use a paper towel and push the oil around and then down the hole.

Thanks for the answers to my problem. In my case I had half of the filter housing with oil. I kept it open over night and in the morning I still have the same amount of oil. I removed the oil by sucking it from the housing. I installed a new filter, and pured oil in. When I turn the key to start the engine the meter for oil pressue was showing full pressure (3br). This is very suspisous.
