Just a guess,

Check the Temp sensor, maybe your KE injection thinks the engine is cold all the time.... Does it burn your eyes rich when warm?

#1 no one is stealing the gas. i can see the gague go down when i drive. dont notice any smell or see any leak
#2 it does seem to be burning rich. now that u mention it i have noticed that it has been taking a bit longer than usual to accually get warm.
also when i put gas in it tonight i noticed that there seems to be some sort of exaust leak just in front of the rear wheels.

It would only be a bad thermostat if the engine is not running at the proper temperature.

First verify if it is running rich. Pull a sparkplug and check if it's "wet" or fouled. Running rich is going to kill your catalytic convertor sooner than later. If rich running is confirmed, then it's a part hunt. Even though the O2 sensor is new, it wouldn't hurt to verify it with a ohmmeter once it's at operating temp. Then check the engine temp sensor and air temp sensor for the CIS fuel injection. (Notice that I tend to work from the cheap parts first.) After that, you have to go to the more expensive parts, like the ECU and the fuel distributor.
