Low engine vacuum is a sign of poor engine combustion or load!

Does the car have an auto trans & was it in gear?

It's a manual 5-speed so probably unlikely to be under load while photographing for an ebay sale.

I wouldn't suspect too much if the economy guage was just off the peg.. but right into the red?

Maybe your first question answers your second pentoman!

vacuum leak. Idle is a bit high too,
