87 190E 16V How to clean ICV

Does anybody know how to clean an ICV valve. I'm getting an intermittent erratic idling (pulsating up and down). I've replaced the microswitch but no change. I've read some of the posts about dousing the ICV with carb cleaner. I would like to do that but don't know how to remove the ICV. It looks like it's got a 1" rubber band around the body. Is that part of the ICV or does it just hold it. Can I push the ICV out of it. Is that the best way to remove it.

Alternatively, can I just take the 2 hoses attached to it and then spray the carb cleaner inside without removing it. Any tips would be really appreciated. Thanks.
