c230 headlight only works when car is shut off

I have a 1998 c230 that left headlight low beam does not work when the lights are turned on. The high beams work. When you shut the car of the low beams come on as they should for about 45 seconds. Any ideas what could cause the one low beams to not work when the car is running?
