Question 90 190e Won't UpShift (at all)

Last night after coming to a complete stop, upon acceleration there was no shift. I felt a little slippage earlier in the day and started making plans to have the trans fluid changed. After I checked the level, the dipstick was dry, however only took a quart to bring up to level. The fluid is nice, clear and pinkish red.

Symptoms:
Reverse, OK
Forward,
When selecting lowest gear the converter locks as usual. (let off gas, car slows down)
When selecting "D", it accelerates as usual, but does not shift even at high RPMs. Top Speed is now about 30 MPH. Oddly enough, the converter does not lock, rather when I let off the gas the engine returns to idle and the car will coast. Almost like having a really high stall converter.

I disconnected the kickdown switch under the fuel pedal, double checked the Bowden cable adjustment, unhooked the downshift cable, replaced the 5pin upshift relay and the 3 way vacuum valve.

Still no luck. Any ideas?

Thanks to another thread, I did some research and I was able to find the Mercedes technical bulliten for this.

It's listed under: AF27.30-U-3100BA
A/T - Transmission Does Not Shift Out of 1st Gear

The technical instructions listing is under:
"Removing and Installing Centrifugal Governor"

Resolution- Broken Governor Gear, due to a check valve spring (it was in the pump)

I did end up pulling the transmission due to space issues trying to re-install the governor. Which worked out OK, gave me a chance to inspect everything on the bench and do an entire seal refresh. All "hard parts" were in great shape...

So is still a 2nd gear start...
