What is this thing? - Elect part 420 SEL

What is this thing?
It was in the fuse panel above the Aux. fan fuse location.
It had something connecting the pins together, but now it is fried.
My Elect fan is key hot and runs all the time. Is this the problem?
Can I jump the pins?
