Exclamation Cooling Fan Issues 2000 E320

The car had a cooling fan faulton the display and started overheating. upon looking at the car, i found the fan was indeed not running but was trying to. i replaced the fan and it now runs, but very slowly and not enough to cool the car. i have checked fuses, wiring ect. i pulled the gauge fusues to see if the fan would turn on high as i have read it should do and it did nothing more than it was already doing. i had this error come up last year and took it to the shop without even looking at the car first and they ran diagnostics on it and said it was working perfectly and i never got the error again until last week and it actually got hot so i knew something was definitely wrong this time. is there something that controls the spped of the fan or something i may be overlooking. i will do anything i can as long as i can avoid the rude people at the dealership in baton rouge (i sure miss my dealership in san antone ) the car is an E320 with 59K miles.
