190E Car alarm question

The MB car alarm on my daughter's 1993 190E is only flashing the headlights, not sounding the horn. The horn is in good working order. Where do I begin to look for the problem?

Not sure about later 190s, but my 1987 2.3-16 utilizes a third horn disc for the alarm. it's located by the ABS pump behind the driver's side headlight.
