belt tensioner

I have been having problems with my belt slipping and I think It is my air shock for my belt tensioner, I have taken it apart and dont know if my air shock is supposed to move in and out or be set at a sertain position. also I dont know if the part on the back of the belt tensoiner itself is supposed to turn

i would say the shock is fine, it is likely a mal adjusted or a faulty tensioner
