It sounds as if the starter solenoid may be shot ... not engaging the flywheel to turn over the engine. If you hear clicking when you attempt to start the car your battery is weak and needs replacing. How many miles on your 190E? When was the battery last replaced? What's the condition of the voltage regulator brushes?

new battery

I had just replaced the battery yesterday and still the same problem I hear the belt moving so I know that the starter moter Is working but engine wont turn over , I dont hear just clicking I hear the the engine trying to run but it sounds more like a slow crawl, 120k miles on my car

Jeremy, what do you mean by "you hear the belt moving"? If the engine is turning over but not starting then check the condition of the distributor cap, distributor rotor, ignition wires, spark plugs, coil and the air cleaner. When was the last time you replaced all the above items, except the coil?
