Im am going to do euro light conversion, YAY! Vacuum necessary?

I am finally going to do my Euro light conversion and would like to know if the vacuum adjuster for the headlamps are manditory? Also, where can i find a paid of euro spec wiper arms and motors? Hopefully not too expensive or I wil just have to use USA spec wiper arms... Thanks
