Can anyone tell me the function of this part on a 190 E (93)

Yes.
Why?

my vents are not operating properly and wonder if that could be the cause,
center is blowing cold AC side vents warm

I have seen the vacuum supply line for the heater valve perforate under the battery causing this problem.
The vacuum operated valve defaults to hot all the time if vacumm integrity is compromised.
The center vent should never provide warm air btw.

so does this part have anything to do with the flaps opening and closing?
