Power Steering Problem

My 1990 300TE's steering has not been right since we woke it up from it's
winter nap. It seems to fight you as you drive.

I took some time last night to do a power steering flush. I think I may have found the problem. When I removed the return line (soft rubber hose, clamped on, right?) and ran the car, turning the wheel, I was unable to get any fluid to come out of the hose. It feels like power steering is assisting me in turning the wheel, but I don't understand why there isn't any fluid coming
out the hose.

Anyone have any ideas why mine doesn't have any fluid coming out?
