Red face W210 E320 Headlights

I had the lamp out warning come on on our '98 E320. This has happened several times before, so I checked which bulb (inner light on passenger side) and replaced the bulb.

I didn't even check it before buttoning everything up - it's always the bulb, right? Well this time no. So I take it apart again and check the voltage on the connector - Nothing. Drivers side lamp is on.

Decided to leave it until morning (Cold out there tonight!).

Question - Is there an individual fuse for each headlight?

I did check two fuse boxes - under hood and under back seat - but not the one near the light switch - (Now that might have made sense
)

if not fuse, what else could it be?
