Replacement of rear parking brake cables

RE: a 1990 420 SEL. I replaced the parking brake shoes and hardware as well as the two rear brake cables. I am 95% done. I cannot for the life of me figure out how to get the second cable on to the "compensator" (MB's terminology). I loosened that screw at the compensator as far as it would go, it's still not far enough to attach the second cable though. The factory manual says to "remove the actuator (entire cable/bracket assembly) from the chassis". Impossible, it does not want to come out. Even if I did get it out, with the other cable's pressure on it, I doubt I would be able to get it back in. How the hell do you do this?
