NEWBIE: 1989 300e Headlights wont go off

Hello all. Newbie with a 300e 1989 mercedes... Bought the car about a week ago and all is fine... Today my neighbor told me my head lights are on. When you go in the vehicle, it is not buzzing like the lights are left on.
The switch appears to work in all positions. But the headlights ONLY stay one when the switch is in the off position... If I turn the headlights to the on position the headlights are still lit, and the all the other lights markers come on. If I take the key out it buzzes, I put it in the off position no buzz and all the lights go out except the headlights (low beams). So for now I pulled fuse 13 and 14 the LOW BEAM and drive around at night with the high beam on. As it turns on and off like it should. Any help would be appreciated...
