Fuel Guage Problem

I have a 1996 C280. The fuel guage works sometimes but most of the time it shows empty. I replaced the sending unit with the float on it but still the same problem. The mechanic is now telling me to replace the second sending unit without the float. What does the second unit do? And why would that be the problem?
Thanks:behead:

According to this, both sending units have a float:

Maybe it's not that complicated... :)

My '98 C280 would show low fuel and kick the reserve light on even with full tank. Did crazy things like yours. Solution? Tighten the gas filler cap! ;) When the cap locks in place, you need to turn a little bit more.
