alternator replacement

Replaced alternetor and now seeing the following:

Voltage across battery with engine not running is 12.8 volts. Start engine an voltage drops to 11.9. run engine up to 3000 rpm and voltage across battery now 14.1. Disconnect main (large) wire to alternator and check voltage output with car running and is zero until eingine revved to about 3000 rpm then jumps to 19.1 volts.
Can any one expains this?

You have a lazy voltage regulator.
