Please Help - Fuses - '84 500sel

I have an 84 500SEL and the Interior lighting does not work, I checked the fuses and the fuse slot#15, I tried to replace and it flew back out blowing the fuse, then I had it tested, and it showed 80 amps coming through, it should be 8 amps for fuse 15...DOES ANYONE HAVE ANY IDEA ABOUT WHY THIS WOULD BE OVERLOADING AT 80 AMPS...COULD IT BE THE RELAY OVERLOAD SWITCH????????? HELP HELP HELP PLEASE HELP
