Every state has its own smog rules. CA is very tough. You cannot add or change anything on the fuel intake or exhaust system that is not factory. Doesn't matter whether your mods keep the vehicle within the smog reading standards or not.

I remember seeing ads in car & driver years ago for kits like this to do the 210 facelift to a 124. Never seen one though.
