Is what the factory claims as horsepower different than whats actually true?

I went to a auto shop today and was talking to an employee who told me that although Mercedes claims my C220 has 147HP, its actually 135HP or so. He explained why but I don't remember. Something about how or where in the car they test for HP. Anyone know? Thank you.
