e420 - Are RPM's governed? 1995

I test drove a 1995 E420 (W124) today. With the gear shift in Park - I revved the engine. It went smoothly up to 4,000 RPM - the stopped acceleration. And at 4,000 it was "rough", would not go higher.

With car in low gear (first) - I drove the car and quickly revved to 6,000 RPM - no problem.

So is there a governor with revving? Or is the car presented with an "issue"

I will comment that with normal driving - there were some hesitations and "missing" though I couldn't clearly define a miss - just something wrong - it's not smooth.

Point of this question - is there engine controls that limit the RPM when not engaged in gears - it may be part of the ARS

There is such a control. It's not part of the ABS.
