Cool 1987 420sel cannot get more than 1250 rpm

Car starts and idles normally but cannot get above 1250 rpm
with pedal to the floor. Replaced fuel filter and fuel pumps ok.

Air sensor plate stuck? Does it move up and down easily?

If it's clean and not binding on anything and still doesn't move easily, the piston in the fuel distributor may be sticking.
