does the speedo cable HAVE to be attached to the panel for the GUAGE clusters to work ,the gas,oil and temp control ? is the speedo cable a ground for those guages or is it a seperate ground some where else?

The speedo cable just turns the speedo assy; perhaps you have a fuse blown or a separate grounding problem.
