cat converter

Hi,
I sold my '91 190E to my step son for his daughter to use. They drove it up to Sacramento, and after a couple of months, put it in the garage and didn't use it while she was away at school.
She is back home now and they fired up the 190 and had to do a smog check. It boiled down to a bad cat converter. Exit temps were not high enough. $650 dollars later (I paid) it passed with flying colors.
My question is: did 2 years of inactivity contribute to the failed cat?
