4matic warning light & no shift out of 1st

I'm looking at buying a 1992 300TE 4matic that has problems. Car won't shift out of 1st when 4matic warning light comes on, but shifts fine when light is off.
Does the 4matic brain control the trans shifting? Car has 160k miles. Any thoughts on whats causing this problem?

Trans is 100% mechanical. No 4-matic intervention.
