problem with to much gas in a 300 te -90

I have a 300 te -90 180 hp.
It just stoped and vount start. I have found that it gets to much gas. If i remove the gas house it wil start , and it will woork if the house is not completly fixed ( so that eccess gas can spill out) . Any ideas ?
