If the system is not seeinmg a wss sensor input, then it will only go to rev limit of 4K.
So, for me to know which direction the diagnosis is going to go, you have to answer my specific questions.

Which, again , is :

Does the car misfire in gear @4K , just like it does when it is in N or P ???????

Can you crank the starter if the car is in gear???
